It's been said before that rights are based on many factors like how many seats your theater has, how many performances you're giving, etc... That said, prepare to spend anywhere from $1000 - $5000 for a musical just on royalties. The newer the show, or more popular ones tend to go for more than something off the beaten path. Another thing they'll do when giving the rights to perform a show is check and see if another theater in the area is also doing it at the same time.Amateur Production of Disney's Beauty and the Beast?
I have no idea how much it costs, but many small community theaters have licensed it so it can't be too much. I've seen this production done on a REALLY small stage. Basically the set was ONE bench and it stretched nearly the length of the entire stage.

Rights are determined by the number of performances, number of seats in the theatre, and amount of money you plan on charging per ticket. To get an accurate idea of the cost it will cost you should request a quote from the company whom holds the performance rights to the show.
You can do any show on a small budget, but a Disney show will not be as spectacular without some money put into it. The costumes in this show are extraordinary and will cost some money to put together even with a cheap seamstress. Also the castle set, if done right, will be quite a bit of work, and I would suggest making sure you have someone quite skilled in set working to help in its construction.
